This is because they spend a larger percentage of their income on tickets than individuals in higher income brackets. Furthermore, they tend to use their winnings to consume more luxuries and are more likely to gamble on future lotteries. This can result in a cycle of spending more and more on lottery tickets, which in turn leads to poorer results. This is a major problem that needs to be addressed.
